For designing political developments we use IDEF0 modeling technology, the most suitable for achieving the objectives, because it is necessary to create a logic model of the entire system as a set of interrelated functions and elements. Purpose of creating the model is a comprehensive vision of functional relations in policy decisions (in the form of doctrine) and methods of their realization (in the form of strategy) for revealing weaknesses within the system in the context of deviation from the stated goals, and as a result we have a problem solution dealing with the political management quality. Main conclusion: quality of strategic decision-making depends on the level of institutionalization in the interaction process between political decision-making participants and on the involvement of civil society structures in the performance control.
